Issue in fixation of Pay of Sr.ALPs and LP/S-II as per 7th CPC.

Sub:  Issue in fixation of Pay of Sr.ALPs and LP/S-II as per 7th CPC.
Sir,
      We are working as Sr.ALP and LP/S-II in Tiruchchirappalli Division of Southern Railway. We are promoted from ALP to Sr.ALP on 20.10.15 and Sr.ALP to LP/S-II. From 7th CPC recommendation it is clear that who all are promoted with the Pay Band not reaching minimum pay of  particular Level in Pay matrix going to fix as a Minimum pay on that level.  Ref (1)
E.g. - 1:
Pay in the Pay Band (PB): 6560
Grade Pay (GP): 2400
Basic Pay: Pay in PB+GP = 6560+2400 = 8960
Pay as per 7th CPC   : Basic Pay * 2.57
 8960 * 2.57 = 23027.2
Which will be fixed as 25500 in Pay matrix Level 4 of Index 1 as per Ref (1) of Pay commission recommendation.
It is clear that Entry pay of Various GP in PB –I for new recruited candidate in sixth CPC. Ref (2)

But while we promoted from lower grade our Pay in the Pay Band not get revised. This is clearly represented by staff federations which are mentioned in 7th CPC report. Ref (3)
The above shown calculation followed all employees in India except Sr.ALPs and LP/S –II.
Begin a Running Staff we are not get this revision of pay as per current Railway Board order Illustration File No. PC-VII/2016/RSRP/2 Dated: 02.08.2016 Annexure-C.
Railway Board Illustration:
1. Pay in the Pay Band (PB): 6560
2. Grade Pay (GP): 2400
3. Basic Pay (BP): 6560 + 2400 = 8960
4. Pay Element in Basic Pay (30% of Basic Pay): 2688
5. DA on Pay Element (30% of Existing DA) @ 125%: 3360
6. Pay after multiplication of fitment Factor: 8960 * 2.57 = 23027
7. Sum of SI.No. 5 & 6 = 26387
8. Level Corresponding to GP 2400(PB-1): Level 4
9. Revised pay in Pay matrix (either equal to or next higher to 26387 in       Level 4): 27100. Ref (4)
So it is clear that Running Staff not fixed in Minimum pay of Particular level. Like shown in Ref (5).
We have to fixed like Recommended by 7th CPC report Ref (6)

 E.g.-II:
1. Pay in the Pay Band (PB): 6560
2. Grade Pay (GP): 2400
3. Basic Pay (BP): 6560 + 2400 = 8960
4. Pay Element in Basic Pay (30% of Basic Pay): 2688
5. DA on Pay Element (30% of Existing DA) @ 125%: 3360
6. Pay after multiplication of fitment Factor: 8960 * 2.57 = 23027
7. Minimum of Pay of Level corresponding to GP 2400(PB-1: 25500
(Since our basic pay also not reached minimum of particular level Ref (5))
7. Sum of SI.No. 6 & 7 = 28860
8. Level Corresponding to GP 2400(PB-1): Level 4
9. Revised pay in Pay matrix (either equal to or next higher to 28860 in       Level 4): 29600. Ref (4)
Here we are losing around 2500 per month. Kindly intervene in this issue and ensure equal benefit for all employees.
